BY JOE SHEA STIVALA/ CITY COUNCIL: Councilman Jim KENNEY?S thought the real-estate tax rate ought to be about 1.0 is a GOOD START. The proposed 1.3 would be DEVASTATING to homeowners and commerce! Actually, the tax rate would be best at about $700-800 per $100,000 of the value of your home. Remember during the Board of Revision era ? they looked at determining the value of real estate in the marketplace for taxing purposes, not to meet a Mayor?s spending needs. Now with MAYORAL CONTROL of that office (now called OPA or ?Ohhh-pah?), the tax rate can be set to give the Mayor ALL he wants to spend. KENNEY correctly says a hard look at HOW the money is spent is in order?. Another CONCERN is the massive decline in voluntary payments to the City in lieu of taxes from large EXEMPT institutions. These payments were once large and civic-minded. Now they pay like the 1%.

The Jannie BLACKWELL measure on notification of neighbors, for input on development, had to override a mayoral veto for passage. Councilman Bill Green should NOT have voted with the Mayor on the bill. It can be remembered and might come up in a mayoral campaign?. Kenney is wrong to try to make the Office of INSPECTOR GENERAL permanent. We already have too many investigators. The City CONTROLLER and DISTRICT ATTORNEY already do the job! With too little corruption, they will be tripping over each other. For cases that ?fall between the cracks? ? set up a SMALL unit with the DA or Controller. The Inspector General?s office says it pays for themselves. How much does the City save when an employee is fired for a between-the-cracks case, and sues ? then gets his job back ? with BACK PAY and benefits? As a POLICE CHIEFS Life Member, I often had lunch with former Inspectors General who had a WEE-sized staff. The size of this unit is much LARGER ? more salary and benefits. The KENNEY proposal should NOT PASS.

And now Gov. CHRISTIE moves to privatize the New Jersey Lottery. Fresh and with a glow from hurricane-relief efforts, he follows Corbett in this endeavor. Lawmakers and citizens: SUE him to stop it. Privatization does not save money, and gives a one-shot big cash high to state coffers. CHRISTIE, who has been low-key of late, will have to return to the old bluster mode if he wants to be a presidential or VEEP candidate?. GOV. CORBETT, in an interview, seemed more concerned for the well-being of the State Attorney General Kathleen KANE in her look at the Penn State matter. He says she needs to be ?careful.? He says he did not think that she had ?ever been involved in a Grand Jury.? If so, SO WHAT (?). A one-time prosecutor said Kane risks hurting office morale. BLARNEY! He says she could turn up evidence that could undermine pending prosecution actions. If she turns up new evidence, then that is HELPFUL!

WHO was voted the Third Best Mayor in the World by the 2012 World Mayor Project? No, it was not Nutter. It is Joko WIDODO, Mayor of Jakarta, Indonesia. ?Mr. Fix-it?, as he is known, is out AMONG the people, talking with them about education and health care, and fixing problems. For Jakarta?s big flooding problems (like Eastwick); he has a plan. Transit, he got federal money. But in Philly, It may be time to change the charter for a stronger CITY COUNCIL, weaker Mayor form of government?. Hats off to State Rep. Mike O?BRIEN, who has been a foremost people?s advocate on your A.V.I. REAL-ESTATE TAX INCREASE. O?Brien grilled the City Finance Director, Rob Dubow, on the delay in presenting your new market value. ?Quiet? Dubow said City Council will get the values next week. BUT ARE THEY GOOD VALUES? If they do not reflect sales in the last three years of comparable properties and BOOM SALE YEARS of 2006-08 or 2006-08 mixed with current sales; then they should be THROWN OUT. (It will have been a wasted year.) It is UP TO CITY COUNCIL to check this!! It can be easily done by checking sales. Bankers, appraisers and assessors use the most current three years.

The mayoral investigation of the Provisional Ballot issue continues with a MEASLY two hearings for the public, one in City Hall and another in a church in North Philly. No, not other neighborhoods? It will be interesting to see if the ?public? are the usual talking heads, which can be relied on for a quote. Some POLS say the probe is just a TAKEOVER to remove elected Commissioners (?). Can?t they get (or want to) it straight? The Founding Fathers wanted elected officials. If you don?t agree, then MOVE out of the USA! Start making BETS on if a recommendation to eliminate elected Commissioners in favor of drones will be in the final report.

Green thumb? Washington state looks for pot consultant

TACOMA, Wash. ? Wanted: A green thumb with extensive knowledge of the black, or at least gray, market.

As Washington state tries to figure out how to regulate its newly legal marijuana, officials are hiring an adviser on all things weed: how it's best grown, dried, tested, labeled, packaged and cooked into brownies.

Sporting a mix of flannel, ponytails and suits, dozens of those angling for the job turned out Wednesday for a forum in Tacoma, several of them from out of state. The Liquor Control Board, the agency charged with developing rules for the marijuana industry, reserved a convention center hall for a state bidding expert to take questions about the position and the hiring process.

"Since it's not unlikely with this audience, would a felony conviction preclude you from this contract?" asked Rose Habib, an analytical chemist from a marijuana testing lab in Missoula, Mont.

The answer: It depends. A pot-related conviction is probably fine, but a "heinous felony," not so much, responded John Farley, a procurement coordinator with the Liquor Control Board.

Washington and Colorado this fall became the first states to pass laws legalizing the recreational use of marijuana and setting up systems of state-licensed growers, processors and retail stores where adults over 21 can walk in and buy up to an ounce of heavily taxed cannabis.

Both states are working to develop rules for the emerging pot industry. Up in the air is everything from how many growers and stores there should be, to how the marijuana should be tested to ensure people don't get sick.

Sales are due to begin in Washington state in December.

Washington's Liquor Control Board has a long and "very good" history with licensing and regulation, spokesman Mikhail Carpenter said.

"But there are some technical aspects with marijuana we could use a consultant to help us with," Carpenter said.

The board has advertised for consulting services in four categories. The first is "product and industry knowledge" and requires "at least three years of consulting experience relating to the knowledge of the cannabis industry, including but not limited to product growth, harvesting, packaging, product infusion and product safety."

Other categories cover quality testing, including how to test for levels of THC, the compound that gets marijuana users high; statistical analysis of how much marijuana the state's licensed growers should produce; and the development of regulations, a category that requires a "strong understanding of state, local or federal government processes," with a law degree preferred.

Farley said the state hopes to award a single contract covering all four categories, but if no bidder or team of bidders has expertise in all fields? regulatory law, statistical analysis and pot growing ? multiple contracts could be awarded. Or bidders who are strong in one category could team up with those who are strong in another. Bids are due Feb. 15, with the contract awarded in March.

Habib, the chemist, said she's part of a team of marijuana and regulatory experts from Montana who are bidding for the contract. They're fed up with federal raids on medical dispensaries there.

"We want to move here and make it work. We want to be somewhere this is moving forward and being embraced socially," she said.

Khurshid Khoja, a corporate lawyer from San Francisco, wore a suit and sat beside a balding, ponytailed man in a gray sweatshirt ? Ed Rosenthal, a co-founder of High Times magazine and a recognized expert on marijuana cultivation. They're on a team bidding for the contract.

"I've seen the effect of regulation of marijuana all my life," Khoja said. "I'd like to see a more rational, scientific approach to it."

Several people asked whether winning the contract, or even subcontracting with the winning bidder, would preclude them from getting state licenses to grow, process or sell cannabis. Farley said yes: It would pose a conflict of interest to have the consultant helping develop the regulations being subject to those rules. But once the contract has expired, they could apply for state marijuana licenses, he said.

After the questions ended, the bidders mingled, exchanging business cards and talking about how they might team up. One Seattle-area marijuana grower, a college student who declined to give his name after noting that a dispensary he worked with had been raided by federal authorities in 2011, approached Rosenthal.

"It would be my dream to smoke a bowl with you after this," he said.

Country singer Gary Allan bests Grammy nominees for Billboard No. 1

LOS ANGELES (Reuters) - Country singer Gary Allan scored his first No. 1 album on the Billboard 200 chart on Wednesday, keeping Grammy-nominated favorites from the top spot.

Allan's ninth studio album "Set You Free" sold 106,000 copies in its first week, according to figures from Nielsen SoundScan, garnering the singer his best sales week in his 17-year career.

The Billboard 200 is the album chart for all music genres.

Allan, 45, who is a staple within the country music scene, has notched three No. 1 albums in the Billboard country music chart.

The lead song from his new album "Every Storm (Runs Out of Rain)" started gaining chart popularity in September last year, and Allan's label decided to push forward the release of the album from March of this year to January.

Allan told Reuters the song struck a chord among audiences with its message of hope. "This is a time when our country needs hope and I think that's why it's doing so well," he said.

Allan's album kept Grammy nominees The Lumineers at No. 2 with their debut self-titled record, which was released last April but has steadily been rising on the charts after the band picked up two Grammy nominations.

The official "2013 Grammy Nominees" compilation album, the only other new record in this week's top 10, landed at No. 4 this week after selling 41,000 copies, coming behind the soundtrack for last year's comedy "Pitch Perfect."

Allan's reign atop the Billboard 200 is likely to be short-lived, for Canadian pop phenomenon Justin Bieber's latest album, "Believe Acoustic" is set to debut at the top next week, making Bieber the youngest artist to score five No. 1 albums.

On the Digital Songs chart, rapper Macklemore and Ryan Lewis' "Thrift Shop" held onto the top spot for a third week, ahead of Taylor Swift's "I Knew You Were Trouble" at No. 2 and Lil Wayne's "Love Me" at No. 3.

Justin Timberlake's "Suit & Tie," his first new single in five years, dropped from No. 2 to No. 8 this week on the Digital Songs chart.

South Korea launches first civilian rocket

South Korea launched its first space rocket carrying a science satellite on Wednesday amid heightened regional tensions, caused in part by North Korea's successful launch of its own rocket last month.

It was South Korea's third attempt to launch a civilian rocket to send a satellite in orbit in the past four years and came after two previous launches were aborted at the eleventh hour last year because of technical glitches.

The launch vehicle, named Naro, lifted off from South Korea's space center on the south coast and successfully went through stage separation before entering orbit, officials at the mission control said. Previous launches failed within minutes.

South Korea's rocket program has angered neighbor North Korea, which says it is unjust for it to be singled out for U.N. sanctions for launching long-range rockets as part of its space program to put a satellite into orbit.

North Korea's test in December showed it had the capacity to deliver a rocket that could travel 10,000 km (6,200 miles), potentially putting San Francisco in range, according to an intelligence assessment by South Korea.

However, it is not believed to have the technology to deliver a nuclear warhead capable of hitting the continental United States.

The test in December was considered a success, at least partially, by demonstrating an ability to put an object in space.

But the satellite, as claimed by the North, is not believed to be functioning.

South Korea is already far behind regional rivals China and Japan in the effort to build space rockets to put satellites into orbit and has relied on other countries, including Russia, to launch them.

Launch attempts in 2009 and 2010 ended in failure.

The first stage booster of the South Korean rocket was built by Russia. South Korea has produced several satellites and has relied on other countries to put them in orbit.

South Korea wants to build a rocket on its own by 2018 and eventually send a probe to the moon.

Grapevine PD: Ratliff's BAC Twice The Legal Limit ? CBS Dallas ...

GRAPEVINE (CBSDFW.COM) ? Grapevine Police have released the results of Jay Ratliff?s blood alcohol test, which show that the Dallas Cowboy had a BAC of .16, or twice the legal limit when arrested on suspicion of DWI.

Ratliff was arrested in the early morning hours on Jan. 22 by Grapevine Police after crashing his 2011 Ford F-150 into an 18-wheeler on East State Hwy 114.?According to the accident report, Ratliff was trying to pass the truck when he struck it and spun out of control, hitting a median protector.

Police say Ratliff refused to take a breathalyzer or submit to a blood draw but failed several roadside sobriety tests and was charged with Driving while intoxicated.? Officers later obtained a warrant to collect a blood sample.

Ratliff bonded out of jail the next morning and has yet to speak with the media.

His arrest comes less than two months after nose tackle Josh Brent was charged with intoxication manslaughter in a crash that killed Cowboys practice squad player Jerry Brown.

Senators Reach Bipartisan Plan on Immigration | KTLA 5

Washington (CNN) ? Undocumented immigrants would be able to seek legal status without first going home under a compromise framework floated Monday by a bipartisan group of senators, according to a source familiar with the plan.

The outline for a possible immigration reform bill reflects a mainstream Republican willingness to compromise on what President Barack Obama calls a top priority of his second term.

However, conservatives immediately voiced their opposition to providing undocumented immigrants a path to legal status, especially in the Republican-led House.

One House Republican labeled the senators? plan as ?amnesty? ? a politically loaded word that seeks to ensure conservative rejection.

Obama won re-election in November with strong support from Latinos, the fastest-growing demographic.

That has caused GOP leaders to seek a deal with Democrats that would provide a path to legal status for many of the nation?s 11 million undocumented immigrants ? an outcome long opposed by conservatives as amnesty.

?There is a new, I think, appreciation on both sides of the aisle ? including maybe more importantly on the Republican side of the aisle ? that we have to enact a comprehensive immigration reform bill,? Sen. John McCain, R-Arizona, said Sunday.

?We are losing dramatically the Hispanic vote, which we think should be ours, for a variety of reasons, and we?ve got to understand that,? McCain told ABC?s ?This Week.?

McCain is one of the eight senators proposing the compromise. Four are influential Democrats, while Republicans joining McCain in the effort include tea party backed newcomers Marco Rubio of Florida and Jeff Flake of Arizona ? two states where immigration is a major issue.

House Speaker John Boehner?s office was non-commital, saying he looked forward to learning more about the senators? plan, while conservative Rep. Lamar Smith, R-Texas, rejected it.

?When you legalize those who are in the country illegally, it costs taxpayers millions of dollars, costs American workers thousands of jobs and encourages more illegal immigration,? said Smith, who serves on the immigration subcommittee in the House. ?By granting amnesty, the Senate proposal actually compounds the problem by encouraging more illegal immigration.?

NumbersUSA, a group seeking to reduce U.S. immigration, called the Senate plan an attempt to ?out-amnesty Obama? and said it was activating its 1.3 million members to push for congressional opposition.

The senators will announce their plan a day before Obama speaks in Las Vegas on immigration reform, signaling a major push by both sides to focus on the contentious issue in the new Congress.

Aides say the president?s remarks on Tuesday will touch on the blueprint he?s detailed in the past: improving border security, cracking down on employers who hire undocumented workers, and creating a pathway to ?earned? citizenship for undocumented immigrants.

Those provisions align closely with what the eight senators laid out in a framework of their legislation, which was obtained by CNN on Sunday.

The legislators based the proposal on four ?pillars.? These include:

? A ?tough but fair? path to citizenship for undocumented immigrants already living in the United States, after bolstering the nation?s border security;

?Overhauling the country?s legal immigration system, including attaching green cards to advanced degrees in science, technology, engineering, or math from U.S. universities;

?Establishing an employment verification system that holds employers accountable for hiring undocumented workers;

?Creating a guest worker program for positions that Americans are either unable or unwilling to fill.

Democratic senators backing the plan include Chuck Schumer of New York, Dick Durbin of Illinois, Robert Menendez of New Jersey, and Michael Bennet of Colorado. Republican Lindsey Graham of South Carolina rounds out the overall group.

Menendez said the time was right for pushing major immigration reform through the Senate.

?First of all, Americans support it in poll after poll,? he said. ?Secondly, Latino voters expect it. Thirdly, Democrats want it. And fourth, Republicans need it.?

A source familiar with how the eight senators came up with the plan told CNN that Graham called Schumer after the November vote to restart work on an immigration bill that broke down in 2010.

Soon, a core group of six senators formed and met five times in the following weeks in the offices of Schumer and McCain, the source said, adding that Flake and Bennet also took part in some of the meetings and were the last to agree to the proposal.

An initial timetable by the senators called for a framework by the end of January, the text of a bill to to the Senate Judiciary Committee by March, and Senate passage by the end of July, according to the source.

The group last met on Wednesday, then worked through some details before Schumer called Obama on Sunday to tell him of Monday?s planned announcement, the source said.

While specifics on border security and legal status for undocumented immigrants need to be worked out, the framework lacks any requirement for people in the United States illegally to return to their home countries before getting a shot at legal status, according to the source.

Obama came under criticism from Latino activists for failing to deliver on 2008 campaign promise to make immigration reform a priority of his first term.

Last year, as his re-election campaign heated up, the Obama administration announced a halt to deportations of some young undocumented immigrants in a move that delighted the Latino community.

Exit polls in November indicated Latino voters gave overwhelming support to Obama over GOP challenger Mitt Romney, who had advocated a policy that amounted to forcing undocumented immigrants to deport themselves.

Since the election, mainstream Republican leaders and some conservatives such as Rubio, a child of Cuban immigrants and considered a rising star in the party, have called for addressing the immigration issue instead of ceding the Latino vote to Democrats.

McCain, a veteran of failed attempts to address the issue during the George W. Bush administration, said the senators? proposal wasn?t ?that much different from what we tried to do in 2007.?

Obama met behind closed doors Friday with members of the Congressional Hispanic Caucus and vowed to ?move the debate forward,? the White House said in a statement. Rep. Xavier Becerra , D-California, who was at the meeting, said that Obama had indicated that immigration reform ?is his top legislative priority.?

My guest today is Barbara Duganier, senior executive and head of North American Finance Business Services for Accenture. Barbara, you've been incredibly successful in your career. Imagine we had a young businesswoman here at the table with us, what advice would you give her to achieve the success you've had?

Barbara: Well Leisa, I do mentor a lot of women coming up through our organization and outside of Accenture. I would think of three things. I would give them advice in three areas. One is that to have a really good mentor or multiple mentors throughout your career is a really significant thing to do in managing your career and in looking at your personal growth through someone else's eyes, particularly someone who's been very successful.

What you need out of a mentor changes as you change and you grow, but having one and this is statistically proven, makes women's success and their career accelerate significantly. So find the right one. The second would be to really do what you enjoy. A lot of us do things we enjoy and we obviously have fun doing it, as well as we're successful, we make money, we achieve other goals. So I think to be able to think about what will really motivate you and you're passionate about in the long run is really something that you should think about. The third thing is you can have everything in your career. You really can, but not at the same time. We think a lot about work/life balance and how do we achieve balance in various phases in our career in our lives and so those things can be achieved, but have patience with yourself and think about how you really can prioritize your life, your work to be able to achieve what's right for you.

Guild gold: Actors gather for SAG's big night in key warm-up to Academy Awards

LOS ANGELES, Calif. - A puzzling Academy Awards season will sort itself out a bit more on Sunday with the Screen Actors Guild Awards, where top performers gather to honour their own in what often is a prelude for who'll go home with an Oscar.

Among nominees for the 19th annual guild awards are Oscar winners Daniel Day-Lewis, Sally Field and Tommy Lee Jones for the Civil War epic "Lincoln"; Hugh Jackman and Anne Hathaway for the Victor Hugo musical adaptation "Les Miserables"; and Jennifer Lawrence, Bradley Cooper and Oscar recipient Robert De Niro for the oddball romance "Silver Linings Playbook."

De Niro and Jones are in an exclusive supporting-actors group where all five nominees are past Oscar winners. The others are Alan Arkin for the Iran hostage-crisis thriller "Argo," Javier Bardem for the James Bond adventure "Skyfall" and Philip Seymour Hoffman for the cult drama "The Master."

Honours from the actors union, next weekend's Directors Guild of America Awards and Saturday night's Producers Guild of America Awards ? whose top honour went to "Argo" ? typically help to establish clear favourites for the Oscars.

But Oscar night on Feb. 24 looks more uncertain this time after some top directing prospects, including Ben Affleck for "Argo" and Kathryn Bigelow for "Zero Dark Thirty," missed out on nominations. Both films were nominated for best picture, but a movie rarely wins the top Oscar if its director is not also in the running.

Steven Spielberg's "Lincoln" would seem the Oscar favourite with 12 nominations. Yet "Argo" and Affleck were surprise best-drama and director winners at the Golden Globes, and then there's Saturday's Producers Guild win for "Argo," leaving the Oscar race looking like anybody's guess.

The Screen Actors Guild honours at least should help to establish solid front-runners for the stars. All four of the guild's individual acting winners often go on to receive the same prizes at the Academy Awards.

Last year, the guild went just three-for-four ? with lead actor Jean Dujardin of "The Artist" and supporting players Octavia Spencer of "The Help" and Christopher Plummer of "Beginners" also taking home Oscars. The guild's lead-actress winner, Viola Davis of "The Help," missed out on the Oscar, which went to Meryl Streep for "The Iron Lady."

The guild also presents an award for overall cast performance, its equivalent of a best-picture honour. The nominees are "Argo," ''The Best Exotic Marigold Hotel," ''Les Miserables," ''Lincoln" and "Silver Linings Playbook."

Yet the cast prize has a spotty record at predicting the eventual best-picture recipient at the Oscars. Only eight of 17 times since the guild added the category has the cast winner gone on to take the best-picture Oscar. "The Help" won the guild's cast prize last year, while Oscar voters named "The Artist" as best picture.

Such past guild cast winners as "The Birdcage," ''Gosford Park" and "Inglourious Basterds" also failed to take the top Oscar.

Airing live on TNT and TBS on cable television, the show features nine television categories, as well.

The SAG ceremony also includes awards for film and TV stunt ensemble. The film stunt nominees are "The Amazing Spider-Man," ''The Bourne Legacy," ''The Dark Knight Rises," ''Les Miserables" and "Skyfall."

Receiving the guild's life-achievement award is Dick Van Dyke, who presented the same prize last year to his "The Dick Van Dyke Show" co-star, Mary Tyler Moore. Van Dyke's award will be presented by his 1960s TV comedy's creator and co-star, Carl Reiner, and Alec Baldwin.

DAVOS, Switzerland (AP) ? Forget the endless debates about the euro or government debts. What does the future hold?

The World Economic Forum at Davos is always a showcase for new research, trends and ideas. And those at the annual gathering of the world's elite don't shy away from making predictions, even if they missed foreseeing seminal events like the Great Recession or the Arab Spring revolts.

Here are some predictions from this year's participants:

WEATHER AND WATER

Climate change will lead to more and more extreme weather, which will cause tremendous economic upheaval, predicts New York University economist Nouriel Roubini.

"It's not just that New York is going to be underwater 30 years from now," he said, referring to the devastation caused last fall by Hurricane Sandy.

Oxford University physicist Tim Palmer ? who said as a scientist he preferred probabilities to prediction ? noted there is a 10- to 15-percent chance that the Earth will warm by 6 degrees Celsius within a century, leading to "catastrophic consequences for humanity" ranging from extreme weather to rising seas.

Vali Nasr, dean of the School of Advanced International Studies at Johns Hopkins University, said many countries will start running out of water in the coming years.

"Water is the new oil," he said.

A TECHNOLOGICAL SURGE

Laura Tyson, a business professor at the University of California at Berkeley, said one of the great concerns should be "the employment effects of technology," with so many jobs being rendered obsolete by scientific or technological advances.

Discussions of such advances were everywhere at Davos.

Sebastian Thrun, a computer science professor at Stanford University and leader of Google's Self-Driving Car Project, said he thinks Google co-founder Sergey Brin's prediction that within five years driverless cars will be on the streets used by regular people is going to happen.

"It'll be a while before they're going to be mainstream, and there'll be all kinds of interesting questions coming about security, privacy, safety of the system as a whole," Thrun said. "But if they are available within five years for general consumers, I think within 15 years you ought to be able to buy one of those."

MENTAL ILLNESS UNDERSTOOD

Edward Boyden, an associate professor at the Massachusetts Institute of Technology who directs a neural engineering research group, says new technologies for analyzing the brain will produce significant advances in fighting mental illness.

"Right now we know that certain cell types in the brain are impaired in schizophrenia, or bipolar disorder or autism," he said.

If scientists can develop new technologies to image the brain and control the brain's cells, he said "over the next half-century or so we should be able to really understand how these networks" generate emotion.

Then, in the case of mental illness, "we can insert information into the cells in order to re-sculpt their dynamics and fix what's broken," Boyden said.

Technology entrepreneur Eric Anderson said biotechnology and medicine "are eventually going to be information sciences, with your genes... will determine treatment."

THE LIGHTEST STUFF

Julia Greer, an assistant professor of materials science and mechanics at the California Institute of Technology, says the world is craving a useful, ultra-superlight material to work with.

Her research group collaborated with Hughes Research Lab (HRL) and the University of California, Irvine, to recently develop the world's lightest solid material. She predicted that in 10 to 15 years it will be used as fuel cell catalysts, as acoustic damping devices on submarines, as anti-reflective layers in solar cells, and as components of vehicles sent into space.

The new material, called a micro-lattice, is made up of tiny hollow tubes of nickel-phosphorous that are angled to connect ? and contains 99 percent air, Greer said. It can also be used for high-temperature thermal batteries, heart stents and blood clot catchers, she said.

On a related topic, Roy Johnson, the chief technology officer for Lockheed Martin, predicted huge advances in 3-D printing.

POWER TO THE PEOPLE

One of the most famous predictions is Moore's Law, named after Intel co-founder Gordon Moore, which says that computing power doubles every two years or so. It has proven stunningly correct so far, putting new technological devices in everyone's pockets.

But how long will this law hold? Paul Jacobs, the CEO of Qualcomm, said it's not so certain anymore.

The implications of effectively infinite computing power are staggering ? no more waiting for a power-up or a download; every song, movie and TV episode instantly available; and even the possibility of what scientists call artificial intelligence.

But Jacobs told The Associated Press that the law might be valid only "a couple of more generations."

"I'm worried. In the next couple of nodes we're going to stop getting those numbers unless somebody figures out something," he said.

YOUTH OF THE WORLD UNITE

Former British Prime Minister Gordon Brown, now the U.N. special envoy for global education, said huge advances in the Internet and technology are enabling young people to connect with each other and "this is opening up the world in a way that has never happened before."

"Young people are beginning to see that the gap between the opportunities and rights they have been promised and the opportunities and rights that are delivered to them is wholly unacceptable," he said at a session on the forum's sidelines. "And the sense that they are being deprived of these opportunities and rights is, I think, going to be the big motivating force over the next few years."

Polar bear occupies Shell station in Davos over Arctic drilling

DAVOS, Switzerland - Activists with a big fake polar bear have occupied a Shell service station in the Swiss resort of Davos to protest Royal Dutch Shell PLC's oil drilling in the Arctic.

About 25 activists from around Europe chained gas pumps together Friday at the station near where the World Economic Forum was being held and hung a banner on the roof reading "Arctic Oil - Too Risky."

Greenpeace helped stage the protest, raising concerns about dangers to the environment from Shell's drilling in Alaska and urging forum organizers to reconsider Shell's participation. A Shell drill barge ran aground on a remote Alaska island on New Year's Eve.

Shell officials, among the 2,500 corporate and political leaders in Davos this week, did not immediately respond to phone calls about the protest.

No more 'empty nest:' middle-aged adults face family pressure on both sides

Jan. 25, 2013 ? The "empty nest" of past generations, in which the kids are grown up and middle-aged adults have more time to themselves, has been replaced in the United States by a nest that's full -- kids who can't leave, can't find a job and aging parents who need more help than ever before.

According to a new study by researchers at Oregon State University, what was once a life stage of new freedoms, options and opportunities has largely disappeared.

An economic recession and tough job market has made it hard on young adults to start their careers and families. At the same time, many older people are living longer, which adds new and unanticipated needs that their children often must step up to assist with.

The end result, researchers suggest, are "empty nest" plans that often have to be put on hold, and a mixed bag of emotions, ranging from joy and "happy-to-help" to uncertainty, frustration and exhaustion.

"We mostly found very positive feelings about adults helping their children in the emerging adulthood stage of life, from around ages 18 to 30," said Karen Hooker, director of the OSU Center for Healthy Aging Research.

"Feelings about helping parents weren't so much negative as just filled with more angst and uncertainty," Hooker said. "As a society we still don't socialize people to expect to be taking on a parent-caring role, even though most of us will at some point in our lives. The average middle-aged couple has more parents than children."

The findings of this research were just published in the Journal of Aging Studies, and were based on data from six focus groups during 2009-10. It was one of the first studies of its type to look at how middle-aged adults actually feel about these changing trends.

Various social, economic, and cultural forces have combined to radically challenge the traditional concept of an empty nest, the scientists said. The recession that began in 2008 yielded record unemployment, substantial stock market losses, lower home values and increased demand for higher levels of education.

Around the same time, advances in health care and life expectancy have made it possible for many adults to live far longer than they used to -- although not always in good health, and often needing extensive care or assistance.

This study concluded that most middle-aged parents with young adult children are fairly happy to help them out, and they understand that getting started in life is simply more difficult now. Some research has suggested that age 25 is the new 22; that substantially more parents now don't even expect their kids to be financially independent in their early 20s, and don't mind helping them through some difficult times.

But the response to helping adult parents who, at the same time, need increasing amounts of assistance is not as uniformly positive, the study found -- it can be seen as both a joy and a burden, and in any case was not something most middle-aged adults anticipated.

"With the kids, it's easy," is a general purpose reaction. With aging parents, it isn't.

"My grandparents died younger, so my parents didn't cope with another generation," one study participant said.

Many middle-aged people said it was difficult to make any plans, due to disruptions and uncertainty about a parent's health at any point in time. And most said they we're willing to help their aging parents, but a sense of being time-starved was a frequent theme.

"It brings my heart joy to be able to provide for my mom this way," one study participant said. "There are times when it's a burden and I feel resentful."

The dual demands of children still transitioning to independence, and aging parents who need increasing amounts of care is causing many of the study participants to re-evaluate their own lives. Some say they want to make better plans for their future so they don't pose such a burden to their children, and begin researching long-term care insurance. Soul-searching is apparent.

"I don't care if I get old," a participant said. "I just don't want to become debilitated. So I would rather have a shorter life and a healthy life than a long life like my mom, where she doesn't have a life. She doesn't have memories. Our memories are what make us who we are."

An increasing awareness of the challenges produced by these new life stages may cause more individuals to anticipate their own needs, make more concrete plans for the future, reduce ambivalent approaches and have more conversations with families about their own late-life care, the researchers said in their study.

Canonical outs project to help Ubuntu smartphones launch with over 10 core apps

Canonical's Ubuntu handsets are expected to be upon us very, very soon, and given that some say a phone is only as good as its apps, the firm wants to make sure the experience is indeed a great one right out of the box. To help accomplish that, Canonical has announced the CoreApps project, setting its sights on about a dozen default applications which should give Ubuntu devices ample functionality from day one; this, of course, includes essential ones such as a calendar, calculator, clock / alarm, weather and email client. That's not it, however, since the project also lists plans for social networking apps like Facebook, Twitter and YouTube, as well as an account and file manager, document viewer, RSS reader and even a terminal -- the latter, naturally, should make Android rooters feel right at home. Absent but omnipresent, Chavez a powerful symbol

CARACAS, Venezuela (AP) ? While Venezuela's sick president recuperates from surgery behind closed doors in Cuba, at home he is more visible than ever.

An iconic block image of his eyes look out from murals lining the streets of Caracas, his portrait appears on T-shirts sported by followers, and on television he can be seen booming "I am a nation!"

Though still alive, Chavez is being inducted into a pantheon of deified legends such as Evita Peron and Ernesto "Che" Guevara.

The cult of personality that Chavez long nurtured has been flourishing with even greater force in his absence as he confronts an increasingly difficult struggle against the mysterious cancer that afflicts him.

One woman at a pro-government demonstration on Wednesday held a portrait photo of Chavez next to an image of Jesus. New murals showing only the president's eyes have appeared on city walls along with a new slogan, "I am Chavez."

The iconic eyes-only design sends a message that he is always watching and still with his adoring constituents. Many credit him with easing their poverty and expanding public services. To them, it does not matter that Venezuela suffers from 20 percent inflation, that the oil-producing nation is often short on cooking oil and sugar, that it has one of the world's highest murder rates, that the president will not divulge the details of his cancer.

"I am Chavez!" his supporters yell at the rallies in his honor. "We're all Chavez!" the crowds shout in unison.

Filling the void of Chavez's 6-week absence following a fourth surgery in Cuba, the government has been churning out a steady stream of emotional images, slogans and Chavez sound bites that appear poised to solidify Chavez's legacy as a messianic savior of the poor.

In newspapers, the government has been running one ad showing a photo of the president superimposed on a mosaic of smiling faces of Venezuelans: Chavez men, Chavez women and Chavez children of all ages.

Juan Pablo Lupi, a Latin American literature scholar, sees parallels with the way Evita Peron became an enduring political symbol in Argentina, and the way "Che" became a revolutionary icon after his death. In the case of Chavez, he said, "this has been very well-staged, all this process of myth-making and appealing to the feelings and religious sentiment of the people. This is something that is quasi-religious."

Lupi, a Venezuelan associate professor at the University of California Santa Barbara, said he expects Chavismo to go on without Chavez. "The myth is already there, and all this has been very, very well-crafted."

The connections between Chavez and Jesus are surfacing more often, having begun with Chavez himself praying to God on television for more time, and repeatedly kissing a crucifix.

In one television spot, a beaming Chavez hugs children while a singer croons: "Chavez is pure and noble love." And for block after block in downtown Caracas, lampposts are festooned with new banners showing a smiling, healthy Chavez with the words "We love you!"

Daisy Castillo, who studies law at a free university established by Chavez, joined Wednesday's demonstration, and says she, like many other Chavistas, is praying for him.

"''There has never before been a president like our Comandante Chavez," she said.

Fidel Castro long tried to avoid the trappings of a cult of personality in Cuba, sharply limiting public presentations of his image. But there is plenty of precedent elsewhere for displays of presidential imagery, with leaders such as Saddam Hussein in Iraq, Daniel Ortega in Nicaragua, the late Kim Jong Il in North Korea -- not to mention Mao Zedong and Josef Stalin.

In Venezuela, the relentless omnipresence of a missing leader is a way to reinforce his party, said Juan Carlos Bertorelli, creative director at a marketing company in Caracas that focuses on branding.

"Now that he's not here physically or in voice at this time, the people who are maintaining the structure of his party," he said, "are trying to maintain a presence that legitimizes them."

Sony's Gary Martin Retires After 32 Years

LOS ANGELES (TheWrap.com) - Gary Martin, the president of Sony Pictures Studios operations and Columbia Pictures' president of production administration, is retiring after working at the studio for 32 years.

In honor of his service, Sony CEO Michael Lynton and co-chairman Amy Pascal announced on Tuesday that the studio lot's Stage 15 - North America's largest soundstage and second-largest in the world - will be named "The Gary Martin Soundstage."

"Gary is Sony Pictures and our studio operations," Pascal said in a statement. "He's not just our colleague, he is our great friend and we're going to miss seeing him every day. In his honor, we are dedicating our most storied sound stage - Stage 15."

Martin began his 51-year-long career in the entertainment industry at 20th Century Fox in 1961 before joining Columbia Pictures as a production manager in 1981. He was promoted to president of production administration in 1988 and took on Sony Pictures Studios operations' responsibilities in 2003. Since then, he has been in charge of day-to-day operations of the entire studio lot, located in Culver City, as well as its post-production facilities.

Over the course of his long career, Martin has overseen production of more than 600 films, including blockbuster franchises like "Spider-Man," "Men in Black" and "Ghostbusters."

"We are so grateful for Gary's years of service here at the studio. From the day I arrived through every day since, he has been a force of great leadership that is full of compassion, humility and humor," Lynton added. "We are confident that the phenomenal team he has in place will continue to maintain the high standards in our productions and our facilities that Gary set during his remarkable tenure."
